Introduction
A Safety Management System is a systematic approach to managing safety in industries. It includes organizational structures, accountabilities, policies, scope, and procedures. A safety management system provides for goal setting, planning, and measuring performance.
In 1995 the Government conducted a review of industrial safety with long-term safety strategies. The review observed that for high standards of safety at work, the organization must embrace self-regulation and safety management. The Review recommended that the Government should provide a framework within which self-regulation was to be achieved through a company system of safety management. Against this background, the Government has introduced a safety management system consisting of 14 elements. It has promoted the system by launching pilot schemes, publishing an Occupational Safety Charter, organizing seminars and promotional visits, and issuing a Guide to Safety Management.
This system is now enshrined in the Factories and Industrial Undertakings (Safety Management) Regulation [hereinafter called “the Safety Management Regulation”] passed on 24 November 1999. Under the Safety Management Regulation, proprietors or contractors of certain industrial undertakings are required to develop, implement and maintain undertakings with respect to the safety management system which contains a number of key process elements TV. They are also required to have the system regularly audited or reviewed.

This attitude normally gives room for accidents and it may affect productivity seriously. Whereas, for improving productivity, safety activities should be given equal importance. Hence, the application of planning, organizing, and controlling are fundamentally necessary for activities related to safety also.

It is essential to have qualified safety personnel who can handle safety problems if the Safety Management system is to be used in organizations efficiently.
